A series of talks and workshops related to the theme will be held in the coming months

1. Concept of Urban Planning and Development
2. GIS Application in Urban Planning and Development
3. Workshop on Application of GIS in Urban Planning and Development

*There are demonstrations with hands-on practice in each module

Objective

The main objectives of the three talks x workshops under the theme “Urban Planning and Development” are to provide an overview of urban planning and development in Hong Kong and to demonstrate how technologies in particular GIS can be adopted for various planning and development tasks.
The participants will be given the opportunity to operate GIS tools.

Activities

1. Concept of Urban Planning and Development

Topics covered:

    • Strategic planning (the HK2030+) (CBDs in Hong Kong and the Northern Metropolis Development Plan)
    • Local planning (Outline Development Plan & Outline Zoning Plan) (New Development Areas development processes; forward planning and statutory development control)
    • Basic concept of GIS data and tools: spatial data (vector & raster); sources of spatial data (CSDI, OpenStreetMap and ArcGIS Online); graphical interface of desktop (ArcGIS Pro) and cloud GIS (ArcGIS Online); coordinate systems (WGS1984 & HK80); visualisation (symbology and legends)

2. GIS Application in Urban Planning and Development

Topics covered:

    • Development constraints in Hong Kong (e.g. slope, topography, SSSI, Water Gathering Ground, heritage sites, and etc); visualisation of development constraints in GIS
    • Application of spatial analysis in planning and design (interpolation, cluster analysis, network analysis (including service area analysis))

3. Workshop on Application of GIS in Urban Planning and Development

Topics covered:

    • Increasing land supply (identify new sites; increase development intensities; rezoning)
      • Practical: Identify appropriate Green Belt (GB) zones for rezoning to residential zone by Model Builder
    • Public engagement by 2D and 3D plans
      • Practical: Create a 3D GIS model for public consultation

Introduction of Guest Lecturers

Dr. Kenneth Tang

Dr Kenneth Tang is currently Adjunct Associate Professor of the Department of Urban Planning and Design, the University of Hong Kong (HKU) and Fellow of the Hong Kong Institute of Planners (HKIP). He serves on a number of professional bodies, notably as Past President of the Hong Kong Geographic Information System Association, Chairman of the Spatial Data Infrastructure Committee of Smart City Consortium, Board Director of the Hong Kong Alliance of Build Asset & Environment Information Management Association (HKABAEIMA) and Conservation E3 Foundation, Chief Editor of the HKIP Journal and appointed by the HKSARG as Member of the CSDI Advisory Committee.

Dr Tang obtained his MSc (Urban Planning) and PhD from HKU.


Mr. Sebastian Chu

Mr. Sebastian Chu recently serves as a member of HKGISA. As an urban specialist, he has participated in various competitions related to GIS application. He was previously a student research assistant of the Department of Urban Planning and Design, HKU. He is not only active in the university but also acted as an intern in AECOM Asia Company Limited and Ove ARUP & Partners Limited Hong Kong, where he undertook planning and GIS related duties.


Mr. Tony Lam

Mr. Lam Tsz Ying Tony is currently a member of HKGISA and a final year undergraduate student of the University of Hong Kong, majoring in urban studies. His fields of interest are in urban redevelopment, urban planning and the application of GIS. He had been working as a GIS trainee in Esri China (HK) Limited for data analysis and in the Lands Department for processing tasks of planning and development.


Ms. Belva Tong

Ms. Belva Tong currently serves as a member of HKGISA. She is a Year 4 student of the Bachelor of Arts degree majoring in Urban Studies at the University of Hong Kong. She is enthusiastic about how GIS applications can facilitate the smart city development and make Hong Kong a better place to live. Among several past experiences, she worked as a GIS trainee in the Esri China (HK) Limited, analysing spatial data and exploring the integration of BIM and GIS.
